中国跨境电商综试区扩至132个 深圳前海出口额近600亿
跨境电商作为外贸领域增长最快、潜力最大的新业态，正在中国迎来新一轮发展机遇。国务院最新批复设立27个跨境电商综合试验区，使全国综试区总数达到132个，形成陆海联动、东西互济的发展格局。
According to the latest approval from the State Council, China has added 27 new cross-border e-commerce comprehensive pilot zones, bringing the total number to 132 nationwide. This forms a development pattern with land-sea coordination and east-west complementarity.
作为跨境电商发展的"试验田"，综试区通过制度创新在交易、支付、物流等环节先行先试。深圳前海综试区自2016年设立以来，已累计出口包裹超10亿个，货值近600亿元。多种监管模式的一体化发展，使企业可以"同仓存储""同仓调拨"，大幅提升周转效率。
As "testing grounds" for cross-border e-commerce development, these pilot zones implement institutional innovations in transactions, payments, logistics and other aspects. Since its establishment in 2016, Shenzhen's Qianhai pilot zone has exported over 1 billion parcels with a total value of nearly 60 billion yuan. The integrated development of multiple supervision models enables "same-warehouse storage" and "same-warehouse allocation", significantly improving turnover efficiency.
商务部数据显示，我国跨境电商规模5年增长近10倍，2021年进出口额达1.98万亿元。新设综试区将复制推广"六体系两平台"等近70项成熟经验，包括信息共享、智能物流、风险防控等体系建设，以及线上单一窗口和线下综合园区平台。
Ministry of Commerce data shows that China's cross-border e-commerce scale has grown nearly tenfold in five years, reaching 1.98 trillion yuan in import and export volume in 2021. The new pilot zones will replicate and promote nearly 70 mature experiences including the "six systems and two platforms" - covering information sharing, intelligent logistics, risk prevention systems, as well as online single window and offline comprehensive park platforms.
专家指出，跨境电商综试区布局呈现三大特点：
1. 覆盖面广：实现30个省份全覆盖
2. 重点突出：覆盖广东、浙江等外贸大省和全部直辖市
3. 梯度丰富：包含沿边沿海和内陆枢纽城市
Experts point out three characteristics of the pilot zone layout:
1. Wide coverage: Covering all 30 provinces
2. Emphasis on key areas: Including major foreign trade provinces like Guangdong and Zhejiang, and all municipalities
3. Rich gradient: Including border/coastal cities and inland hub cities
随着试点扩大，海外仓建设成为新亮点。宁波某物流企业已在海外建立18万平方米仓储，日均处理量超5万件。商务部表示将完善综试区评估退出机制，优化进口商品清单，加强知识产权保护，推动跨境电商健康持续发展。
With the expansion of pilot zones, overseas warehouse construction has become a new highlight. A Ningbo logistics company has established 180,000 square meters of overseas storage with daily processing exceeding 50,000 items. The Ministry of Commerce stated it will improve evaluation and exit mechanisms, optimize import lists, strengthen IP protection, and promote healthy development of cross-border e-commerce.
