2024年四川外贸半年报：同比增长8.9%，规模创历史新高

在错综复杂的外部环境下，四川外贸这驾"马车"表现如何？7月19日，成都海关发布数据显示，今年上半年，四川货物贸易进出口4906.6亿元，规模创历史同期新高，位列全国第八，同比增长8.9%，增速高出全国2.8个百分点。
Amid complex external conditions, how did Sichuan's foreign trade perform? On July 19, Chengdu Customs released data showing that in the first half of 2024, Sichuan's import and export volume reached 490.66 billion yuan, hitting a record high for the same period and ranking eighth nationwide, with a year-on-year growth of 8.9%, 2.8 percentage points higher than the national average.

外贸规模逐季抬升 进口增速排前十省份第一

"在全球经济增长动能偏弱、外部不确定不稳定因素增多的背景下，四川外贸出口质升量稳，进口规模持续扩大，对经济增长作出了积极贡献，为形成高水平开放筑牢了基本盘。"西南财经大学西财智库主任、首席经济学家汤继强表示。
"Against the backdrop of weak global economic growth momentum and increasing external uncertainties, Sichuan's foreign trade has achieved quality improvement in exports while maintaining stable volume, with imports continuing to expand, making positive contributions to economic growth and laying a solid foundation for high-level openness," said Tang Jiqiang, Director of the SWUFE Think Tank and Chief Economist at Southwestern University of Finance and Economics.
今年以来，四川外贸回暖向好态势明显，进出口规模逐季抬升，第一、第二季度分别进出口2401亿元、2505.6亿元，分别同比增长7.2%、10.6%。
This year, Sichuan's foreign trade has shown a clear recovery trend, with import and export volumes rising quarter by quarter. The first and second quarters recorded 240.1 billion yuan and 250.56 billion yuan respectively, with year-on-year growth of 7.2% and 10.6%.
若进一步从出口和进口两个领域分别看，这份"半年报"成绩单背后的加分项更加清晰：今年上半年，四川出口2919.9亿元，同比增长0.8%；进口1986.7亿元，同比增长23.5%，后者增速在外贸前十省份中排名第一，成为拉动四川外贸向好态势稳固的重要力量。
A closer look at exports and imports reveals clearer highlights in this mid-year report: in the first half of the year, Sichuan's exports reached 291.99 billion yuan, up 0.8% year-on-year, while imports hit 198.67 billion yuan, surging 23.5% year-on-year. The import growth rate ranked first among the top 10 provinces in foreign trade, becoming a key driver in stabilizing Sichuan's positive trade momentum.

哪些因素支撑四川外贸增长动能量稳质升？从外部因素看，全球贸易形势好转有力拉动了四川外贸稳定增长，同时全球电子信息产业市场需求加快复苏，带动四川电子信息产业进出口快速升温，成为支撑外贸的重要力量。
What factors support the stable and quality growth of Sichuan's foreign trade? Externally, the improvement in global trade conditions has strongly driven Sichuan's stable trade growth. Meanwhile, the accelerated recovery in global demand for electronic information products has boosted imports and exports in Sichuan's electronic information industry, becoming a key pillar of foreign trade.
从内部因素看，今年以来四川密集出台外贸稳规模优结构"18条"、民营外贸企业发展"十条"、以控制成本为核心优化营商环境"29条"等等，从壮大民营外贸企业发展到推动全产业链协同"出海"，再到全面深化建设国际营商环境，全方位培育外贸新动能。
Internally, Sichuan has introduced a series of policies this year, including "18 Measures to Stabilize Scale and Optimize Structure in Foreign Trade," "Ten Measures for Private Foreign Trade Enterprises," and "29 Measures to Optimize the Business Environment with Cost Control as the Core." These policies aim to strengthen private foreign trade enterprises, promote whole-industry-chain collaboration in going global, and comprehensively deepen the construction of an international business environment, fostering new momentum in foreign trade from all angles.
展望下半年，鲁荣东分析认为，在地缘政治冲突和以加征关税为代表的贸易摩擦难度不减，外贸发展面临的形势仍较为复杂。"但随着国际市场需求逐步恢复、党的二十届三中全会进一步全面深化改革的利好政策出台等等，下半年对外贸易有望延续稳中向好的发展态势。"
Looking ahead to the second half of the year, Lu Rongdong analyzed that geopolitical conflicts and trade frictions such as tariff increases continue to pose challenges, making the situation for foreign trade development still complex. "However, with the gradual recovery of international market demand and the introduction of favorable policies from the Third Plenary Session of the 20th CPC Central Committee to further deepen reforms, foreign trade is expected to maintain a stable and positive development trend in the second half of the year."
