Where in the new help center can I find an explanation that the scope of this site is limited to research-level math questions? There is a close reason (part of "off topic") that mentions the help center, but when I look at the help center I cannot find the explanation that is claimed. The pages http://mathoverflow.net/help/on-topichttps://mathoverflow.net/help/on-topic and http://mathoverflow.net/help/dont-askhttps://mathoverflow.net/help/dont-ask are completely generic for an SE site.
