今年以来，为贯彻中央关于统筹做好疫情防控和经济社会发展的重大部署，外汇局福建省分局倡导聚焦中小微企业汇率风险管理难题，完善汇率风险管理服务，精准帮扶企业积极规避汇率波动风险，有力支持稳住福建外贸外资基本盘。

This year, to implement the central government's major deployment of coordinating epidemic prevention and control with economic and social development, the Fujian Branch of the State Administration of Foreign Exchange has advocated focusing on the exchange rate risk management challenges faced by small and medium-sized enterprises, improving exchange rate risk management services, and precisely assisting enterprises in actively avoiding exchange rate fluctuation risks, strongly supporting the stabilization of Fujian's foreign trade and investment fundamentals.

对此，中国工商银行福建省分行加大外资外贸企业融资力度，倡导汇率风险中性理念，为国际贸易企业提供跨境资金结算便利，纾解进出口企业资金困难；促进全球采购结算流程优化，提升贸易自由化便利化水平，以确保“稳外资、稳外贸”，助推国际贸易高质量发展。

In response, ICBC Fujian Branch has increased financing support for foreign-invested and foreign trade enterprises, promoted the concept of exchange rate risk neutrality, provided cross-border fund settlement convenience for international trade enterprises, alleviated funding difficulties for import and export enterprises, optimized global procurement and settlement processes, and enhanced trade liberalization and facilitation levels to ensure "stabilizing foreign investment and trade" and promote high-quality development of international trade.

加大融资力度 借力区块链平台 | Increasing Financing Support with Blockchain Platform

为更好落实金融服务实体经济要求，进一步助力解决中小企业融资难问题，2021年5月17日，国家外汇管理局跨境金融区块链服务平台保单融资应用场景成功上线运行，作为首批参与试点银行，工商银行福建省分行积极参与系统测试，快速完成试点申请、业务流程优化、系统设置等各项准备工作。

To better implement the requirement of financial services supporting the real economy and further help solve the financing difficulties of small and medium-sized enterprises, on May 17, 2021, the cross-border financial blockchain service platform's insurance financing application scenario was successfully launched. As one of the first batch of pilot banks, ICBC Fujian Branch actively participated in system testing and quickly completed pilot applications, business process optimization, system setup, and other preparatory work.

2020年下半年起，泉州一实力较强的出口鞋企遭遇海外下游企业回款“慢”、境内流动资金“紧”等问题。工商银行福建省分行工作人员了解到该企业的情况，积极走访客户并推介出口信保保单融资业务，通过区块链平台信保数据自动校验功能，成功为企业出具线上承保通知书，并在线上完成出口报关单核验、融资受理审核及放款登记等一系列操作，实现“一键式”业务全流程记录。

Since the second half of 2020, a strong shoe export enterprise in Quanzhou encountered problems such as "slow" payments from overseas downstream enterprises and "tight" domestic working capital. ICBC Fujian Branch staff learned about the situation, actively visited the client, and recommended export credit insurance policy financing. Through the blockchain platform's automatic verification function for credit insurance data, they successfully issued an online underwriting notice for the enterprise and completed a series of operations online, including export customs declaration verification, financing acceptance review, and loan registration, achieving "one-click" full-process business recording.

倡导汇率风险中性 创新支持融资 | Advocating Exchange Rate Risk Neutrality and Innovative Financing Support

福建地区出口加工制造业发达，企业在对外贸易中，无疑都将面对汇率市场波动风险，近年来，自律机制及总行持续推进企业汇率风险中性相关宣导工作，为此，福建分行积极出击，省、市、支行业务人员由内而外，弄懂汇率风险中性，主动宣传，引导企业建立相关机制、养成风险管理习惯，规避汇率波动风险，成效显著，截至2022年上半年，福建分行的套保率长期雄踞四大行之首。

Fujian's export processing manufacturing industry is well-developed, and enterprises engaged in foreign trade inevitably face exchange rate market fluctuation risks. In recent years, the self-regulatory mechanism and the head office have continuously promoted corporate exchange rate risk neutrality awareness. To this end, ICBC Fujian Branch has actively taken action, with business personnel at the provincial, municipal, and branch levels thoroughly understanding exchange rate risk neutrality, proactively promoting it, guiding enterprises to establish relevant mechanisms and develop risk management habits to avoid exchange rate fluctuation risks. The results have been remarkable, with Fujian Branch's hedging ratio consistently ranking first among the four major banks by the first half of 2022.

工商银行福建省分行聚焦全球贸易，支持新型离岸国际贸易全球采购结算，简化采购结算流程，进一步提升贸易自由化便利化水平，切实为外贸进出口贸易公司纾困。

ICBC Fujian Branch focuses on global trade, supports new offshore international trade global procurement and settlement, simplifies procurement and settlement processes, further enhances trade liberalization and facilitation levels, and effectively alleviates difficulties for foreign trade import and export companies.
