江苏常熟"市采通"平台：一站式外贸出口解决方案助力中小企业腾飞

"现在可方便了！登录'市采通'平台，一键导入货物清单，申请报关。审核一通过，就可以直接发货了。"江苏省常熟市佐宜佑宜服装商行负责人陆啸兴奋地展示着这个外贸新工具。
"It's so convenient now! Just log in to the 'City Procurement' platform, import the goods list with one click, and apply for customs declaration. Once approved, we can ship directly." Lu Xiao, head of Zuoyi Youyi Garment Store in Changshu, Jiangsu Province, enthusiastically demonstrated this new foreign trade tool.
常熟服装城作为国内最大的服装专业市场之一，聚集了大量从事外贸出口的中小微服装企业。过去，这些企业常因无法获取进项发票而面临出口合规难题。
As one of China's largest garment wholesale markets, Changshu Garment City hosts numerous SMEs engaged in foreign trade. Previously, these businesses often faced compliance issues due to inability to obtain input invoices.

Innovative Solution: Changshu launched the "City Procurement" platform, integrating market procurement trade supervision and foreign trade services through modularization and digitalization, providing SMEs with one-stop services from registration to foreign exchange settlement.

2021年起，"市采通"平台在江苏省商务厅支持下启动省内联动，非试点地区企业只需在常熟设立个体工商户，即可享受同等便利。平台还对接了苏州中欧班列等多条国际货运专线，形成快速响应的跨境物流服务体系。
Since 2021, with support from Jiangsu Commerce Department, the platform initiated provincial linkage. Enterprises in non-pilot areas can enjoy equal convenience by registering individual businesses in Changshu. The platform also connects multiple international freight routes including China-Europe trains, forming a responsive cross-border logistics system.
常熟市商务局外经贸科科长叶兵表示："'市采通'真正解决了中小微企业'无票出口'难题，让碎片化订单也能合规出海，是外贸新业态的典范。"
Ye Bing from Changshu Commerce Bureau stated: "'City Procurement' genuinely solves SMEs' 'invoice-free export' dilemma, enabling compliant export of fragmented orders, setting an example for new foreign trade formats."
