你知道什么叫"反向海淘"吗？就是海外消费者在跨境电商平台上购买中国生产的商品。从化妆品、服装到家具、汽车，外国人"购物车"里的"中国制造"越来越多、种类越来越丰富。
Do you know what "reverse cross-border shopping" means? It refers to overseas consumers purchasing Chinese-made products on cross-border e-commerce platforms. From cosmetics and clothing to furniture and cars, foreign shopping carts are increasingly filled with diverse "Made in China" products.
"单未下，货先行"的海外仓模式

HiBREW品牌负责人曾秋平表示："自2020年7月以来使用海外仓后，我们的订单量增长了80%。"海外仓指在境外设立的面向国内生产商、品牌商等提供货物仓储、中转、分拣等服务的仓储设施。
Zeng Qiuping, brand manager of HiBREW, said: "Since using overseas warehouses in July 2020, our order volume has increased by 80%." Overseas warehouses refer to storage facilities established abroad that provide domestic manufacturers and brands with services such as goods storage, transit, and sorting.
商务部数据显示，截至去年底，中国海外仓数量已超过2000个，面积超过1600万平方米。海外仓既是我国外贸的新业态，也是未来支撑以跨境电商为代表的新型贸易的重要全球基础设施。
According to data from the Ministry of Commerce, by the end of last year, China had more than 2,000 overseas warehouses covering over 16 million square meters. Overseas warehouses are not only a new format in China's foreign trade but also an important global infrastructure supporting new trade represented by cross-border e-commerce.
海外仓的多元化发展
The diversified development of overseas warehouses
随着国家对海外仓的支持政策不断强化，海外仓功能也更加多元。除基础的仓储服务外，一般都会提供中转、分拣、包装、仓内加工、配送等基础服务及订单处理、关务处理、退换货、融资、海外分销等增值服务。
As national support policies for overseas warehouses continue to strengthen, their functions have become more diverse. In addition to basic storage services, they generally provide basic services such as transit, sorting, packaging, in-warehouse processing, and distribution, as well as value-added services including order processing, customs clearance, returns and exchanges, financing, and overseas distribution.
跨境电商平台速卖通联合菜鸟物流在海外11个国家和地区建设了20多个海外仓，总面积超过86万平方米。在欧洲市场，速卖通最快已经能实现2日达，今年下半年将实现欧美核心国家配送不超过5日。
Cross-border e-commerce platform AliExpress, in collaboration with Cainiao Logistics, has established more than 20 overseas warehouses in 11 countries and regions, with a total area exceeding 860,000 square meters. In the European market, AliExpress can already achieve delivery within 2 days at the fastest, and will achieve delivery within 5 days in core European and American countries in the second half of this year.
中小企业面临的挑战
Challenges faced by SMEs
作为中小企业，HiBREW在使用海外仓上仍然面临一些难题。例如，海外仓的仓储费用较高，相应增加了企业的运营成本。一些海外仓监管不严格，在尾程派送时出现丢件、破损等情况。
As an SME, HiBREW still faces some challenges in using overseas warehouses. For example, the high storage costs of overseas warehouses correspondingly increase the company's operating costs. Some overseas warehouses have lax supervision, resulting in lost or damaged items during last-mile delivery.
专家建议，一方面进一步加强公共海外仓建设，通过政府政策引导和资金补贴，快速建设一批主要面向中小企业服务公共海外仓。另一方面，强化面向中小企业服务的海外仓公共平台建设。
Experts suggest that on one hand, public overseas warehouse construction should be further strengthened, with government policy guidance and funding subsidies to quickly establish a number of public overseas warehouses mainly serving SMEs. On the other hand, public platforms serving SMEs' overseas warehouse needs should be enhanced.
商务部表示，将稳步推进标准建设，加快已经立项标准的制定工作，推动新制定一批国家、行业与团体标准。同时，推动海外仓数字化发展、丰富完善海外智慧物流平台建设。
The Ministry of Commerce stated that it will steadily advance standardization, accelerate the formulation of already approved standards, and promote the establishment of new national, industry, and group standards. At the same time, it will promote the digital development of overseas warehouses and enrich and improve the construction of overseas smart logistics platforms.
