配额制实施有两个主因:一是产能有限,二是平衡各省茶叶出口。当时普洱茶尚未获得地理标志保护(2008年才确立),各地茶叶只要工艺达标都可作为普洱茶出口。
The quota system had two main reasons: limited production capacity and balancing provincial tea exports. Before 2008's geographical indication protection, any tea meeting processing standards could be exported as Pu'er.
香港头盘商体系

当时仅有15家头盘商可向中茶公司订购,其中14家在香港,1家在澳门(华联茶叶公司)。这些头盘商再分销给二盘商,最终到达各茶庄。
Only 15 primary distributors could order from China Tea, with 14 in Hong Kong and 1 in Macau (Wah Luen Tea Co.). These distributors then supplied secondary dealers down to individual tea shops.
