昆明出台新版建筑垃圾处置审批程序 施工场地须配备洗车平台
昆明信息港讯（昆明日报 记者孙潇）为贯彻落实全省政务服务事项"五级十二同"标准要求，进一步优化提升营商环境，有效推动昆明市建筑垃圾处置审批改革工作，在总结主城区前期试行的基础上，昆明市城市管理局进一步修改完善《城市建筑垃圾处置审批程序》（以下简称《审批程序》），并于近日公示。

按照《审批程序》，建设施工场地出口须按照净车出场的相关要求建设洗车作业平台和防污降尘等配套设施并能有效使用方可受理，申请单位须提供城市建筑垃圾处置核准申请表、建筑垃圾处理方案以及消纳处置合同、建筑垃圾运输合同。
According to the "Approval Procedures", construction sites must build vehicle cleaning platforms and dust prevention facilities that meet the requirements for clean vehicle exit and can be effectively used before approval can be granted. Applicants must provide the urban construction waste disposal approval application form, construction waste treatment plan, disposal contract, and transportation contract.
其中，核准申请表、建筑垃圾处理方案、消纳处置合同、建筑垃圾运输合同须提供原件。相关申请资料可通过区（县）级政务服务中心窗口提交。许可期限为8个工作日。
Among these, original copies of the approval application form, construction waste treatment plan, disposal contract, and transportation contract must be provided. Relevant application materials can be submitted through the district/county government service center. The approval period is 8 working days.

值得一提的是，因抢险、救灾等应急措施需要紧急处置建筑垃圾的，可按照应急管理有关规定处理，建筑垃圾产生单位在处置前应向所在县（市）区市容环境卫生主管部门报备。
It is worth mentioning that for emergency disposal of construction waste due to rescue and disaster relief measures, it can be handled according to emergency management regulations. The construction waste generating unit must report to the local county/city district sanitation department before disposal.
拆违覆绿、社区提质和存在特殊情形的重大项目等工程无法按上述要求提供申请资料的，由建设单位提供证明材料，县（市）区政府（管委会）或相关职能部门出具书面函件并按程序"一事一议"审批办理。
For projects such as illegal building demolition and greening, community quality improvement, and major projects with special circumstances that cannot provide application materials as required, the construction unit must provide supporting documents, and the county/city government or relevant functional departments will issue written letters and handle approval on a case-by-case basis.

许可程序分为受理（办理时限1个工作日）、勘察审核（办理时限为区内处置的2个工作日，跨区处置的4个工作日）、审批决定（办理时限3个工作日）、制证与送达（办理时限为即时）4个步骤。
The approval process is divided into four steps: acceptance (processing time 1 working day), inspection and review (processing time 2 working days for disposal within the district, 4 working days for cross-district disposal), approval decision (processing time 3 working days), and certificate issuance and delivery (processing time immediate).
建设单位须在工程项目出口处明显位置张贴公布行政许可信息，接受社会监督。
Construction units must post and publicize administrative licensing information at conspicuous locations at project exits to accept social supervision.
