跨境电商"双11"大促火热进行 北京海关监管进出口货值突破8500万元

Cross-border E-commerce "Double 11" Promotion in Full Swing: Beijing Customs Oversees Import/Export Value Exceeding 85 Million Yuan

北京 - 随着10月中旬多家电商平台启动"双11"大促活动，北京海关关区内多个跨境电商进出口现场迎来监管高峰。最新数据显示，大促启动以来，海关已监管验放跨境电商零售进出口清单超60万票，货值突破8500万元。

Beijing - Since mid-October when multiple e-commerce platforms launched their "Double 11" promotion campaigns, Beijing Customs has seen peak supervision periods at several cross-border e-commerce import/export sites. Latest statistics show over 600,000 retail import/export clearance lists with total value exceeding 85 million yuan have been processed since the promotion began.

在北京天竺综保区和首都机场口岸国际快件中心的跨境电商监管库内，工作人员正紧张有序地进行装箱、理货、贴签和分拨作业。自动分拣传送带上，大量进口美妆包裹整装待发，仓库外数十辆卡车排队等候，确保商品能以最快速度送达消费者手中。

At the cross-border e-commerce supervision warehouses in Beijing Tianzhu Comprehensive Bonded Zone and Capital Airport International Express Center, workers are busily engaged in packing, sorting, labeling and distribution. On automated sorting conveyor belts, imported cosmetics packages are ready for shipment, while dozens of trucks queue outside the warehouse to ensure fastest possible delivery to consumers.

数据显示，10月14日以来，北京海关监管的跨境电商零售进出口清单中，以香水化妆品为主。其中进口清单超22万票，货值约5900万元；出口清单约43万票，货值约3500万元。

Statistics show that since October 14, perfumes and cosmetics have dominated the cross-border e-commerce retail import/export lists supervised by Beijing Customs. Import lists exceeded 220,000 with value around 59 million yuan, while export lists reached approximately 430,000 with value about 35 million yuan.

"每年的大促期间，速度和成本是跨境电商企业最看重的因素。"科园信海(北京)国际供应链管理有限公司关务经理张硕表示，"现在商品出区速度显著提升，企业采用跨境电商电子保函和税款电子支付，与传统模式相比可节省3-4小时。"

"During annual promotions, speed and cost are the most crucial factors for cross-border e-commerce enterprises," said Zhang Shuo, customs manager of Keyuan Xinhai (Beijing) International Supply Chain Management Co., Ltd. "The current goods release speed has improved significantly. By using electronic letters of guarantee and electronic tax payments for cross-border e-commerce, we save 3-4 hours compared to traditional methods."

北京海关行邮监管处处长张芳介绍，海关提前了解企业的到货计划、通关需求和促销安排，做好各项保障工作。目前，无异常的进口跨境电商商品已实现秒级通关，为"买全球、卖全球"的跨境电商企业提供了极大便利。

Zhang Fang, Director of Postal Article Supervision Department at Beijing Customs, stated that customs authorities have proactively understood enterprises' arrival plans, clearance needs and promotion arrangements to ensure comprehensive support. Currently, normal cross-border e-commerce import goods can achieve second-level clearance, providing tremendous convenience for businesses engaged in "buying globally and selling globally".
