益阳黑茶成功拓展海外市场：从边销茶到国际畅销品
湖南日报·新湖南客户端2月15日讯（通讯员 曹红华）近日，在益阳海关的指导下，一批重1800千克、货值2.1万元的安化砖茶以边境小额贸易方式出口至尼泊尔。
"益阳海关建立健全企业帮扶机制，搭建关企交流服务平台，为我们出口茶叶生产企业开展上门指导、政策宣讲、质量安全把控等服务，让我们安心、顺心、舒心，更增强了我们开拓海外市场的信心和底气。"安化连心岭茶叶有限公司负责人吴俊感激地说。

根据《财政部税务总局关于延续实施边销茶增值税政策的公告》，边销茶是指以黑毛茶、老青茶、红茶末、绿茶为主要原料，经过发酵、蒸制、加压或者压碎、炒制，专门销往边疆少数民族地区的紧压茶。
自国务院办公厅印发《关于加快内外贸一体化发展的若干措施》以来，边销茶找到了新的出路，不仅可以供国内边疆销售，同时也逐步走向了外销，两条腿走路，走得更顺了。
According to the "Announcement of the Ministry of Finance and the State Administration of Taxation on Continuing the VAT Policy for Border Tea", border tea refers to compressed tea made mainly from dark coarse tea, old green tea, black tea powder and green tea through fermentation, steaming, pressing or crushing, and frying, which is specially sold to ethnic minority areas in border regions.
Since the General Office of the State Council issued the "Several Measures to Accelerate the Integration of Domestic and Foreign Trade", border tea has found a new way out. It can not only be sold domestically in border areas, but also gradually exported, walking on two legs and going more smoothly.
安化地处北纬28度的黄金产茶带，边销茶历史久远，素有"官茶"之称。近年来，在湖南省委省政府、益阳市委市政府的大力扶持下，安化黑茶名声鹊起、浴火重生。

2024年1月，益阳市茶叶共销往海外17个国家。据益阳海关统计，2023年，益阳海关监管出口黑茶共31.6吨、9.15万美元，其中就有28.8吨边销茶首次以边境小额贸易方式出口至尼泊尔。
In January 2024, Yiyang tea was sold to 17 overseas countries. According to Yiyang Customs statistics, in 2023, Yiyang Customs supervised the export of 31.6 tons of dark tea worth $91,500, including 28.8 tons of border tea exported to Nepal for the first time through border small-scale trade.
