Summary

The purpose of this issue is to capture page load times within CI Catalog so that we can gauge whether there are slowness issues happening as users are trying to access CI Catalog.

Proposal

Capture page load times and store them that will be sent elsewhere for further analysis. This can be sent to Elastic where reports can be set up to be viewed by Engineering for further triaging when needed.
