Allow filtering of the Issues via health status in the REST API

Problem to solve

In Enable users to filter for Health/ Status withi... (#218711 - closed) filtering by health status will be added to the GraphQL API. This proposal is to add it to the REST API. Among other things, this will allow GitLab Triage to use health status.

Now that we have health/risk status live, we need to enable users to find and act on them quickly.
