minor #14509 Add DirectoryIndex to fallback for resources (wimme002)

This PR was submitted for the 5.x branch but it was merged into the 4.4 branch instead. Discussion ---------- Add DirectoryIndex to fallback for resources When `DirectoryIndex` is set `FallbackResource disabled` will do nothing because apache falls back to `DirectoryIndex`.
