This PR adds test scenario templating to the operator repositories.
This is in preparation for moving the integration tests back into the operator repositories as well as being able to test multiple test scenarios (different version combinations) without having to copy and paste the entire test cases every time.
Documentation for how to use this has been included in the README-templating.md file.
