Previously, we were always initializing cronjobs when calling getPayload or payload.init.

This is undesired in bin scripts - we don't want cron jobs to start triggering db calls while we're running an initial migration using payload migrate for example. This has previously led to a race condition, triggering the following, occasional error, if job autoruns were enabled:
