I would like to request, formally, that an image be allowed to be a map when declared in map's settings.

Some top of mind use cases

• I do not want to always be tied to a tileserver (and this potentially internet) to be able to view my modern maps. I prefer to take screenshots and affix pins as needed with X and Y coordinates. This allows my map to truly be local.
• There are many instances where tileservers do not exist and a map is needed. Education and studying history (old maps are old!), tabletop games, worldbuilding, etc. Self-hosting and trying to create a tileserver out of a hodgepodge of images is not easy nor friendly, nor helpful against the first bullet.

If this would be better served by forking maps and implementing it in a separate plugin. Please indicate as such. :)
