In order to kick things off, we need to get the current dashboard replaced with a minimal functional version of Dashboard V2.
Based on the work from https://github.com/svenefftinge/tailwindcss-example we need to get the following functionality in:

• login
• start workspace
• being able to change settings (default IDE)
• being able to add scopes through access control

Once this is in the main branch, we can follow-up on fleshing the individual components out, which are described in separate issues.
