When waiting for a prebuild, I saw "no permission get for prebuild". But when I hit "Skip Prebuild", it actually started the workspace based on a prebuild
2. H1: the commit/branch was gone, and thus the "can access repo" check failed?
3. H2: The prebuild could not be retrieved because it was not synced yet?
4. H3: The prebuild could not be retrieved because it was already finished (?)
