Description

As detailed in the corresponding kibana issue (elastic/kibana#128121), there will be specific details we'll want to display to users upgrading from V1/V2 ML Modules/Rules to the new V3 Modules/Rules. We'll be adding a callout to applicable users to Kibana, and would want to link off to a docs page detailing the necessary upgrade steps, similar to #546 and elastic/kibana#94393 that we implemented in 7.11. We'll also want to have a line item for this in the 8.3 upgrade instructions as well.

Acceptance Test Criteria

• Users running the V1/V2 ML Rules are present with a callout on the main Rules Page with a link to this documentation detailing the necessary upgrade information.
• A line item to these docs is also available in the 8.3 upgrade instructions release notes.
