Enable OpenTofu

Currently Doom has support for Terraform, but the open source alternative is OpenTofu.
The documentation of OpenTofu LSP points out to setup on Eglot:

(set-eglot-client! '(terraform-mode :language-id "opentofu") '("tofu-ls" "serve"))

Can we do the same with LSP Mode? If not, can we realize to doom doctor that OpenTofu is Terraform?

I modified lsp-terraform to work with opentofu here. at some point I need to upstream this.

oh actually, with the newest version, you no longer need to change the language id, so you can just run tofu-ls serve in place of terraform-ls serve.

I've added Eglot support for tofu-ls in doomemacs/doomemacs@395a058 (it will fall back to terraform-ls if tofu-ls is missing`).
