Create a vcpkg-configuration.json file WHERE?

Maybe I'm a total idiot but I am reading and following the instructions here and that's where my simple brain grinds to a halt. Nowhere on this page does it say where the newly created file is supposed to be located in the file system (for me, linux).

The link to the reference page on microsoft.com isn't all that clear to me either because it talks about placing the file beside another file (vcpkg.json) but I don't know where that file is either.

Oh, I see. The reference page does talk about such a file located in "the root of the vcpkg instance" which, in my case, is in ~/.vcpkg, right?

Wait a minute! Now I did find a file named "vcpkg.json" in ~/.vcpkg/scripts/detect_compiler but that doesn't look like the right place to put my newly created vcpkg-configuration.json.
