[roll] Roll third_party/pigweed zephyr: Depend on FULL_CPP rather than select it Selecting a REQUIRES_FULL_LIBCPP will enable it unexpectedly on Zephyr tests, which may cause build failures. Depend on the config instead, so developer can enable this when needed for their project.
