湖南桑植县县域经济发展经验：白茶产业与飞地经济双轮驱动

一、"桑植白茶"产业发展经验/Sangzhi White Tea Industry Development
自2016年至今，桑植县县委、县政府始终坚持将"桑植白茶"作为县主导产业发展，每年投入资金1000万元以上。
Since 2016, the Sangzhi County Party Committee and Government have consistently prioritized "Sangzhi White Tea" as a leading industry, investing over 10 million yuan annually.
取得成效/Achievements:
- 茶园面积7.95万亩，年产量4500吨，产值5.8亿元
- 79,500 mu of tea plantations, annual output of 4,500 tons, output value of 580 million yuan
- 荣获"袁隆平特别奖"等多项国家级荣誉
- Won multiple national honors including the "Yuan Longping Special Award"
- 2023年农村居民人均可支配收入12906元，同比增长7.1%
- 2023 rural per capita disposable income reached 12,906 yuan, up 7.1% year-on-year
二、"飞地"经济创新模式/Innovative Enclave Economy Model
桑植县在全省率先探索异地共建的"飞地经济"产业园，与长沙县建立"异地生产、税收共享"的合作机制。
Sangzhi County pioneered an enclave economy industrial park in the province, establishing a "remote production, tax sharing" cooperation mechanism with Changsha County.
运营模式/Operation Model:
产业孵化在长沙 → 生产加工在桑植 → 企业税收回桑植
Industrial incubation in Changsha → Production in Sangzhi → Tax revenue returns to Sangzhi
取得成效/Achievements:
- 招引市场主体22个，联动企业18家
- Attracted 22 market entities, connected with 18 enterprises
- 实现进出口总额2682.6万美元
- Total import and export volume reached $26.826 million
- 园区企业税收增长940%，达1681.31万元
- Park enterprise taxes increased 940% to 16.8131 million yuan
