中新网10月21日电 据上海市人民政府网站消息，上海市人民政府办公厅近日印发《本市推动外贸保稳提质的实施意见》。
China News Service, October 21 According to the Shanghai Municipal Government website, the General Office of the Shanghai Municipal Government recently issued the "Implementation Opinions on Promoting the Stability and Quality Improvement of Foreign Trade in the City".
《意见》提出，保障外贸企业稳定经营，包括稳定外贸企业供应链，提升跨境贸易便利化水平，畅通国际贸易货物运输。
The "Opinions" propose to ensure the stable operation of foreign trade enterprises, including stabilizing the supply chain of foreign trade enterprises, improving the facilitation level of cross-border trade, and smoothing international trade goods transportation.
重点措施包括：

- 建立重点企业名录，加大协调解决力度
- Establish a list of key enterprises and increase coordination to solve problems
- 推进上海港"同港化"和业务模式创新
- Promote the "same port" concept in Shanghai Port and innovate business models
- 优化全货机航班时刻使用
- Optimize the use of all-cargo flight schedules
- 加快完善中欧班列配套设施

金融服务支持：

加大国际贸易金融服务支持力度，包括发挥出口信用保险作用，加强外贸企业信贷支持，优化中小微外贸企业金融服务。

对出口退税分类管理类别为一类、二类的出口企业，正常出口退(免)税平均办理时间压缩至3个工作日内。
For export enterprises classified as Category I and II in export tax rebate classification management, the average processing time for normal export tax rebate (exemption) will be reduced to within 3 working days.
