东营海关助力轮胎产业加速出口中亚五国 - 创新实干推动外贸增长
爱东营讯 - 近年来，在共建"一带一路"倡议合作框架下，我国与中亚国家互联互通合作稳步推进。我市各产业与中亚国家的贸易往来也在不断加深，其中轮胎产业作为支柱产业之一，在东营海关的助力下，成为与中亚五国贸易的"排头兵"。
Recent News - In recent years, under the cooperation framework of the "Belt and Road" initiative, China's connectivity cooperation with Central Asian countries has been steadily advancing. The trade exchanges between various industries in our city and Central Asian countries have been continuously deepening. Among them, the tire industry, as one of the pillar industries, has become the "vanguard" of trade with the five Central Asian countries with the support of Dongying Customs.
为破解企业对中亚产品规定不了解等难题，东营海关迅速组建轮胎技贸措施专家队伍，建立了轮胎法规标准数据库，向企业普及相关知识和信息收集报送技巧。
To solve problems such as enterprises' lack of understanding of Central Asian product regulations, Dongying Customs quickly established a team of experts on technical trade measures for tires, built a tire regulation and standard database, and popularized relevant knowledge and information collection and reporting skills for enterprises.
东营海关与当地市政府相关部门主动沟通，加强配合，充分利用轮胎产品技术性贸易措施研究评议基地优势，确保轮胎出口企业第一时间掌握中亚五国贸易市场份额变化和法规标准更新情况。
Dongying Customs actively communicated and strengthened cooperation with relevant departments of the local municipal government, making full use of the advantages of the tire product technical trade measures research and evaluation base to ensure that tire export enterprises can grasp the changes in trade market share and updates of regulations and standards in the five Central Asian countries in a timely manner.

- 建立关企联络机制，指导企业用足用好原产地证、AEO认证等优惠政策
- Establishing a customs-enterprise liaison mechanism to guide enterprises to make full use of preferential policies such as certificates of origin and AEO certification
- 实施"网上审批+大手册"管理，落实轮胎加工贸易优惠政策
- Implementing "online approval + large manual" management to implement preferential policies for tire processing trade
- 落实提前申报、两步申报、报关单据无纸化等措施
- Implementing measures such as advance declaration, two-step declaration, and paperless customs declaration documents
显著成果：今年前4个月，我市企业共向中亚五国出口轮胎123.8万条，同比增长66.6%；货值3.01亿元，同比增长49.9%。
Remarkable Results: In the first four months of this year, enterprises in our city exported a total of 1.238 million tires to the five Central Asian countries, a year-on-year increase of 66.6%; the value of goods was 301 million yuan, a year-on-year increase of 49.9%.
