开化县针对环评审批效率低、日常监管不到位、环保执法取证难等生态管控难题，按照"最多跑一次"的改革思路，整合现有环保规划、法规、政策、数据、视频等资源，建立一体化生态环境信息管控平台，实现了环境管控"数据多跑路、干部少跑腿"，提高了管理效率，降低了行政成本。
To address challenges such as low efficiency in environmental impact assessment approval, inadequate daily supervision, and difficulties in obtaining evidence for environmental law enforcement, Kaihua County has established an integrated ecological environment information management platform by consolidating existing environmental protection plans, regulations, policies, data, and video resources in accordance with the reform concept of "maximum one-time visit". 多规合一，打造快速审批平台

生态环境管控信息系统是开化县环保局打造的"智慧环保"重要组成部分。系统将县域环境功能区划、生态保护红线、水环境功能区划等十余项规划有机叠加在谷歌地图上，形成一张"环保地图"。
The ecological environment management information system is an important part of the "Smart Environmental Protection" initiative developed by the Kaihua County Environmental Protection Bureau. The system organically superimposes more than ten plans including county environmental functional zoning, ecological protection red lines, and water environment functional zoning on Google Maps to form an "environmental protection map".
程慧向记者演示了平台的具体使用情况，工作人员在预审项目时，可以通过手动绘制、定位绘制、坐标输入和文件导入等方式把地块信息导入平台，平台3秒钟内就能自动生成包含涉及规划的名称、属性、相交面积、占比和涉及周边环境敏感点的名称、位置、距离等图文分析列表。

When pre-reviewing projects, staff can import plot information into the platform through manual drawing, positioning drawing, coordinate input, and file import. 集成数据，打造全时预警平台

生态环境管控信息平台与大气、水质自动监测站数据打通，及时更新各污染源排放监测数据库，实现实时查询全县域6个空气监测站点，20个国控、省控出境水断面和乡镇交界断面的水质情况，记录大气、水质变化趋势。
The ecological environment management information platform is connected with data from automatic air and water quality monitoring stations, timely updating the monitoring database of pollution source emissions. It enables real-time query of water quality at 6 air monitoring stations, 20 national and provincial controlled water cross-sections, and township boundary cross-sections throughout the county, recording trends in air and water quality changes.
一旦大气质量、水质数据出现异常，平台能够通过手机APP软件及时发出预警信号。相关责任人可以根据手机接收到的信息，及时查找原因、研究对策，有效防止环境污染事件的发生。
Once abnormal air quality or water quality data is detected, the platform can promptly issue warning signals through mobile APP software. Relevant responsible persons can use the information received on their phones to promptly identify causes and study countermeasures, effectively preventing environmental pollution incidents.
平台还集成了全县所有排污企业地理位置、排污口位置、环评批复、验收文件、产污环节、污染物性质等基本情况，并与"智慧环保"平台打通，实时获取各排污口影像和监测数据信息。
The platform also integrates basic information such as the geographical locations of all polluting enterprises in the county, discharge outlet locations, environmental impact assessment approvals, acceptance documents, pollution generation links, and pollutant properties. It is connected with the "Smart Environmental Protection" platform to obtain real-time images and monitoring data of various discharge outlets.
记者在采访中了解到，目前，平台使用后，企业偷排行为明显减少，减轻了环境执法人员蹲点守候的辛苦，破解了环境执法"猫抓老鼠"的问题。
