Updates for make it work on bionic and beyond?

 - drop init.d and upstart (and daemon dependency)
 - add /var/run/jenkins to dirs
 - bump debian/compat to 10
 - add debian/bin/run-jenkins.sh that includes the jar downloading
 - add systemd service

'daemon' is missing in the default xenial.
