Disable Azure data-source hotfix on Bionic

Description of the change

This change was requested based on https://bugs.launchpad.net/ubuntu/+source/cloud-init/+bug/1811265 having been fixed and released as it supposedly causes (unspecified) performance issues the way it is.

The issue was fixed in cloud-init 18.5-44-g7c07af28. Bionic updates has version 18.5-45-g3554ffe8-0ubuntu1~18.04.1.
