fix: use a more in the future timestamp for taball

Otherwise, the package uploaded to a PPA will be rejected with error
messages like:

eks-anywhere-containers_0.19.8-1.26-1_amd64.deb: has 7 file(s) \
  with a time stamp too far in the past (e.g. \
  usr/share/eks-anywhere/containers/coredns-image \
  [Thu Jan 1 00:00:00 1970]).

feat: include binary-version file into orig.tar.gz

That makes the handling of that file later easier.
Note: that means that if the file format changes, the tarball will be
different and that might create problems while packaging things up.

fix: use correct mtime for tar

That fixes:

tar: Substituting -9223372036854775807 for unknown date format \
    ‘'2017-10-22 00:00:00Z'’

feat: add create-debian-orig.py to create source tarball

That new script uses download-assets-info and download-assets to
create a orig.tar.gz source tarball which can be used to build a
debian source package.

The script can be used like:

./create-debian-orig.py --config config.yaml 1.29 0.20.1

where config.yaml is the configuration required for
download-assets-info, 1.29 is the kubernetes version and 0.20.1 is the
eks anywhere version.
