A few more fixes.

Convert to using lazr.config and lazr.smtptest. Add dependency on locknix,
which will help with concurrency, although it's currently unused.

buildout-ification by adding bootstrap.py and buildout.cfg

zope.testing-ification by adding layers.

Require Python 2.6.
