Rely on common code for network manager config, add start+stop hooks.

Rely on common nova code for configuration of the network manager, which
now adds the required iptables rules for mult_host networking to function
properly on newer kernels (>3.3) with vhost_net enabled by default.

Also adds proper start and stop hooks, to ensure the iptables rules exist
on service startup, too.

Install nova-api-metdata instead of nova-api.

For serving metadata to instances on multi-host networks, use
nova-api-metadata. Grizzly now requires full authtoken config
for nova-api to be run, run nova-api-metadata only.
