Add setup for webplot package This patch adds a setup.py and re-organize the source layout a little so that it could be deployed by distutils. BUG=chromium:443539 TEST=With the patch in https://chromium-review.googlesource.com/#/c/244284/, one could manually emerge and cros deploy webplot to a chromebook correctly.
