[DCSI] Implement CompoundImageBacking::ProduceWebNNTensor(). Implement ProduceWebNNTensor() and WrappedWebNNTensorCompoundImageRepresentationin CompoundImagebacking. It is needed to support future architecture where CompoundImageBacking will wrap one or more underlying backings and be the primary backing itself. A corresponding kWebNNTensor SharedImageAccessStream is added to allow GetOrAllocateBacking() to select a appropriate backing based on usage.
