如何扭转出口下降局面？中山四举措助推灯饰出口
中山市市场监管局近日推出四项针对性措施，旨在帮助企业破解技术壁垒，扭转出口下降局面。这些措施是在深入调研企业实际问题的基础上制定的。
The Zhongshan Market Supervision Bureau recently introduced four targeted measures aimed at helping enterprises overcome technical barriers and reverse the export decline. These measures were formulated based on in-depth research into the actual problems faced by enterprises.
一、推动企业强化标准化工作
1. Promoting Standardization in Enterprises
指导企业设立专职标准化工作人员，积极参与国内外标准化活动，并充分利用中山市TBT预警防控平台和中山市标准信息服务平台，及时跟踪掌握目标市场标准、认证等动态信息。
Guiding enterprises to establish full-time standardization staff, actively participate in domestic and international standardization activities, and make full use of Zhongshan's TBT early warning platform and standard information service platform to keep track of target market standards and certification requirements.
二、指导企业主动适应新规则
2. Guiding Enterprises to Adapt to New Regulations
要求企业依法组织生产，出口产品的技术要求要按照合同的约定执行，按照目标市场出台实施的标准、认证等规则要求进行生产工艺改造和检验检测能力建设。
Requiring enterprises to organize production in accordance with laws, implement technical requirements for export products as agreed in contracts, and carry out production process improvements and testing capacity building according to target market standards and certification requirements.
三、提升标准化技术机构服务水平
3. Improving Service Levels of Standardization Technical Institutions
依托中山市技术性贸易措施研究评议基地，及时组织开展TBT通报评议工作，并跟踪研究主要出口市场技术性贸易措施，增强出口企业的TBT应对有效性。
Relying on Zhongshan's Technical Barriers to Trade (TBT) research and evaluation base to organize TBT notification reviews and track technical trade measures in major export markets, enhancing enterprises' ability to respond to TBT.
四、构建公共技术服务平台体系
4. Building a Public Technical Service Platform System
围绕中山的产业集群特色，推动检验检测平台建设，提高标准认证机构的专业服务能力，为本市产业转型升级、企业提质增效提供技术支撑。
Focusing on Zhongshan's industrial cluster characteristics to promote the construction of inspection and testing platforms and improve the professional service capabilities of standard certification institutions, providing technical support for industrial transformation and upgrading.
