configure.in: fix static-linked-ext

configure.in (--with-static-linked-ext): fix for extensions to
be linked statically.
Makefile.in, common.mk: use ENCSTATIC for enc directory.
ext/extmk.rb: supply dependencies of statically linked extension
libraries.
