oops-tools crashes when a directory instead of a file is given as a text or html options

Bug Description
Oops-tools throws a "Is a directory error" and crashes when tries to open the summary file for writing. A similar error happens when a non-existent directory is given, "No such file or directory", causing oops-tools to crash too.

This is very low bug, though with a very simple fix. Will mark to 2.2.2 as soon as OOPS Tools project has this milestone.
