Bug Description

Spurious failures:
FAIL: gdb.base/foll-fork.exp: explicit child follow, catch fork
FAIL: gdb.base/foll-fork.exp: unpatch child, catch fork

In the absence of libc debuginfo, we get an additional failure:
FAIL: gdb.base/foll-fork.exp: explicit parent follow, tcatch fork
