江苏常熟"市采通"平台：中小微企业外贸出口一站式解决方案

"你看，现在可方便了！登录'市采通'平台，一键导入货物清单，申请报关。审核一通过，就可以直接发货了。"近日，江苏省常熟市佐宜佑宜服装商行负责人陆啸高兴地向记者演示。
"It's so convenient now! Just log in to the 'City Procurement Connect' platform, import the goods list with one click, and apply for customs declaration. Once approved, we can ship directly," said Lu Xiao, head of Zuoyi Youyi Garment Store in Changshu, Jiangsu Province, while demonstrating the process to reporters.
常熟服装城是国内最大的服装服饰专业市场之一，有大量中小微服装企业从事外贸出口。"以前三天两头愁发票！我做的大多是数量小的童装精品单，使用的面料辅料品种多，供应商多是小规模的手工制作者，无法提供进项发票。"聊起过去，陆啸很是感慨。
Changshu Garment City is one of China's largest professional garment markets, with numerous SMEs engaged in foreign trade exports. "We used to worry about invoices all the time! Most of our orders are small quantities of high-end children's wear, using various fabrics and accessories from small-scale handmade suppliers who couldn't provide input invoices," Lu recalled with emotion.

如何解决中小微企业外贸出口面临的普遍难题？作为第三批市场采购贸易试点城市，常熟将企业准入、价格管控、简化申报等市场采购贸易监管服务与组货拼箱、报检通关、免税申报等外贸服务进行模块化、数字化、一体化集成，推出了方便中小微企业合规出口的新通道——"市采通"平台。
To address common challenges in SME foreign trade exports, Changshu - as a third-batch market procurement trade pilot city - has modularized, digitized and integrated various services including enterprise access, price control, simplified declarations, cargo consolidation, inspection clearance and tax exemption applications into its innovative "City Procurement Connect" platform.
全省联动与跨境物流网络 / Province-Wide Connectivity & Cross-Border Logistics Network
为让更多人享受政策红利，2021年，"市采通"在江苏省商务厅的推动下启动了省内联动工作。对于非试点地区的企业来说，仅需在常熟服装城区域内设立个体工商户，利用"市采通"平台，将多批次、多种类、小批量货物以市场采购贸易方式在试点地申报，通过通关一体化便可实现货源就近口岸出口。
In 2021, with promotion from Jiangsu Commerce Department, the platform initiated province-wide connectivity. Enterprises from non-pilot areas only need to establish individual businesses in Changshu Garment City area, then use the platform to declare multi-batch, multi-category small-quantity goods through market procurement trade at pilot locations, achieving export through unified clearance at nearest ports.
"我们还对接上了苏州中欧班列专线，加上已运行的中老铁路、徐州中欧班列、中澳集运等货运专线，平台已形成快速响应、精准解决的跨境物流服务模式。"叶兵语气中透着自豪。
"We've also connected with Suzhou China-Europe Railway Express, plus operational freight lines like China-Laos Railway, Xuzhou China-Europe Express and China-Australia consolidated shipping," said Ye Bing proudly. "The platform has established a cross-border logistics service model with rapid response and precise solutions."
显著成效与未来发展 / Remarkable Results & Future Development
数据显示，"市采通"平台自上线以来，累计服务企业超2万家，在全国105个口岸实现一体化通关，货达168个国家和地区，出口总额超700亿元。
Statistics show since its launch, the platform has served over 20,000 enterprises, achieved unified clearance at 105 ports nationwide, delivered goods to 168 countries and regions, with total export value exceeding 70 billion yuan.
