Spam repeat offender

A repeat offender spammer seems to be continuing the the same old pattern of behaviour:
1. Open a new Launchpad account.
2. Create one bogus bug report.
3. Go to 1.
You can recognise the pattern of slop, but also they seem to use a narrow set of hardware that is easy to recognise and also always with LANG=fi_FI.UTF-8. This has been happening for months if not years now...
