I'm trying to register a new GPG key and it is failing to send me the email after I enter the key ID and re-authenticate

When I try to register a new GPG key, I put in the key id and press the button to import it. I then get taken through a userid/password screen, then i get taken to my 2fa screen and enter that and then i get looped back to the original page. the key is on the ubuntu key server and my email address is set as the primary mechanism for contact and i don't have anything in my spam folder.
