Support for mingw on Windows #11

Thanks for the great job you have done so far!
Can you please add support for mingw builds on Windows?
So far i'm getting this error when trying to build.
...\ThirdParty\cppfs\source\cppfs\source\windows\LocalFileHandle.cpp:341:10: error: 'CreateSymbolicLinkA' was not declared in this scope if (!CreateSymbolicLinkA(dst.c_str(), src.c_str(), 0)) ^~~~~~~~~~~~~~~~~~~ Cheers :)
