According to data released by the General Administration of Customs, China's total import and export value of goods trade reached 12.58 trillion yuan in the first four months of this year, a year-on-year increase of 7.9%. Despite increasingly complex and severe external conditions, China's foreign trade achieved positive growth and showed a series of positive signs. However, affected by factors such as the pandemic and the Russia-Ukraine conflict, growth slowed significantly in April, highlighting downward pressure on foreign trade.
保障重点区域产业链供应链循环畅通、加快企业急需货物通关、提高进出境物流效率……近日，海关总署出台十条措施，明确在加强口岸外防输入、落实疫情防控责任的同时，全力以赴促进外贸保稳提质。

Recently, the General Administration of Customs issued ten measures, clearly stating that while strengthening port epidemic prevention and fulfilling epidemic control responsibilities, it will make every effort to promote the stability and quality improvement of foreign trade.
突破疫情阻碍保通关顺畅 | Breaking Through Pandemic Barriers to Ensure Smooth Customs Clearance
5月12日，世盟供应链管理股份有限公司紧急申报了一批进口汽车零部件，货值近1.2亿欧元。"这批货物是我们为北京奔驰代理进口的重要生产原料，如果不能及时进口，对生产的影响可就太大了！"公司相关业务负责人张良致电北京朝阳海关业务热线时焦急地说。
On May 12, World Alliance Supply Chain Management Co., Ltd. urgently declared a batch of imported auto parts worth nearly 120 million euros. "These goods are important production materials we import for Beijing Benz. If they cannot be imported in time, the impact on production would be huge!" said Zhang Liang, the company's business manager, anxiously calling the Beijing Chaoyang Customs hotline.
受疫情影响，北京海关部分隶属海关所在地陆续被划为管控区域。为此，北京海关充分发挥"互联网+海关"的作用，运用各类线上政务服务平台和智能装备，采取"不见面"审批、无陪同查验和远程稽核查等措施，全力保障企业通关"零延时、不断档"。
Affected by the pandemic, some areas where Beijing Customs subordinate offices are located have been successively designated as controlled zones. "已生成电子底账。"5月10日一早，浙江省义乌市贝恩商品采购有限责任公司的业务员欧鸣收到了当天第5份出口化妆品的电子底账回执，每一份从提交完成到获得电子底账均耗时不到半分钟。
"Electronic records have been generated." On the morning of May 10, Ou Ming, a clerk at Zhejiang Yiwu Beien Commodity Procurement Co., Ltd., received the fifth electronic record receipt for exported cosmetics that day, with each taking less than half a minute from submission to receipt.
"小额小批量非常方便！有了电子底账，我们就可以直接出口报关申报了。"欧鸣提到的"小额小批量"是海关充分调研后，针对市场采购贸易方式推出的申报前检验监管模式：市场采购出口单一商品符合货值不超过1000美元或是重量不超过50千克等条件的，可适用"小额小批量"，实施检验检疫自动审单、快速签发电子底账。
"Small amounts and small batches are very convenient! With electronic records, we can directly declare exports." The "small amounts and small batches" mentioned by Ou Ming refer to a pre-declaration inspection and supervision model introduced by customs after thorough research for market procurement trade: single goods exported through market procurement that meet conditions such as a value not exceeding $1,000 or a weight not exceeding 50 kg can apply for "small amounts and small batches," enabling automatic inspection and quarantine review and rapid issuance of electronic records.
快速通关确保邮航通畅 | Fast Customs Clearance Ensures Smooth Postal Routes
5月11日，388件英国直航成都临时邮路的邮件运抵成都国际邮件互换局，在成都邮局海关完成消杀静置、海关验核后转运至国内其他15个省市。面对境外疫情严峻形势和国内入境口岸的疫情变化，继北京、上海、广州和郑州之后，成都首次成为欧向直航邮件第一入境口岸。
On May 11, 388 pieces of mail from the UK via a temporary direct flight to Chengdu arrived at the Chengdu International Mail Exchange Bureau. After disinfection, quarantine, and customs verification by Chengdu Postal Customs, they were transported to 15 other provinces and cities in China. Faced with severe overseas pandemic situations and changes in domestic entry ports, Chengdu became the first entry port for direct European mail after Beijing, Shanghai, Guangzhou, and Zhengzhou.
"欧向邮件直航入境成都口岸，不仅化解了疫情影响下欧向邮件入境难的问题，也为四川邮政业务拓展了一个新方向。"中国邮政速递物流股份有限公司成都市国际业务分公司总经理徐昆介绍说。
"Direct European mail entering through Chengdu Port not only solves the problem of difficult entry for European mail under the pandemic but also opens a new direction for Sichuan's postal business," said Xu Kun, general manager of the Chengdu International Business Branch of China Postal Express & Logistics Co., Ltd.
