外贸订单回流影响可控：商务部详解中国外贸竞争力与全球布局战略
北京6月8日电 - 在国务院政策例行吹风会上，商务部对外贸易司司长李兴乾就近期外贸订单流出和产业外迁现象作出权威回应，强调"回流订单流出的影响整体可控"，并详细阐述了中国在全球产业链中的竞争优势和应对策略。
Beijing, June 8 (Xinhua) - At a regular State Council policy briefing, Li Xingqian, Director General of the Department of Foreign Trade of the Ministry of Commerce, responded authoritatively to the recent phenomenon of foreign trade order outflows and industrial relocation, emphasizing that "the impact of returning order outflows is overall controllable", and elaborated in detail on China's competitive advantages in the global industrial chain and coping strategies.
李兴乾司长从三个方面分析了当前外贸形势：
Director General Li Xingqian analyzed the current foreign trade situation from three aspects:
1. 订单流出规模可控
"随着周边国家生产端恢复，去年回流到国内的部分外贸订单再次流出，但规模可控，影响有限。"
1. Controllable Scale of Order Outflows
"With the recovery of production in neighboring countries, some foreign trade orders that returned to China last year have flowed out again, but the scale is controllable and the impact is limited."
2. 产业外迁符合经济规律
"中国连续13年位居全球货物贸易出口第一大国，部分企业主动进行全球布局是贸易投资分工合作的正常现象。"
2. Industrial Relocation Conforms to Economic Laws
"China has been the world's largest exporter of goods for 13 consecutive years. It is normal for some enterprises to actively make global layouts in the division of labor in trade and investment cooperation."
3. 中国产业链地位依然稳固
"中国拥有完整的产业体系、基础设施、产业配套能力和专业人才优势，今年前四个月制造业使用外资增长65%。"
3. China's Industrial Chain Position Remains Stable
"China has a complete industrial system, infrastructure, industrial supporting capacity and professional talent advantages. In the first four months of this year, foreign investment in manufacturing increased by 65%."
商务部将采取四大措施稳定外贸：
The Ministry of Commerce will take four major measures to stabilize foreign trade:
1. 推动政策措施落地见效，帮助外贸企业复工达产
2. 加强企业服务保障，解决贸易便利化等问题
3. 引导产能优化布局，培育国家加工贸易产业园区
4. 坚定推进高水平开放，高质量实施RCEP
1. Promote the implementation of policy measures to help foreign trade enterprises resume work and production
2. Strengthen enterprise service guarantees and solve problems such as trade facilitation
3. Guide the optimization of production capacity layout and cultivate national processing trade industrial parks
4. Firmly promote high-level opening up and implement RCEP with high quality
李兴乾强调："中国将持续优化营商环境，让中国始终成为外商投资的热土，与各国共同推动贸易投资自由化便利化。"
Li Xingqian emphasized: "China will continue to optimize the business environment, so that China will always be a hot spot for foreign investment, and work with other countries to promote the liberalization and facilitation of trade and investment."
