开化县针对环评审批效率低、日常监管不到位、环保执法取证难等生态管控难题,按照"最多跑一次"的改革思路,整合现有环保规划、法规、政策、数据、视频等资源,建立一体化生态环境信息管控平台,实现了环境管控"数据多跑路、干部少跑腿",提高了管理效率,降低了行政成本。
To address challenges such as low efficiency in environmental impact assessment approval, inadequate daily supervision, and difficulties in obtaining evidence for environmental law enforcement, Kaihua County has established an integrated ecological environment information management platform by consolidating existing environmental protection plans, regulations, policies, data, videos and other resources according to the reform concept of "maximum one-time visit". This achieves "data running more and officials running less" in environmental control, improving management efficiency and reducing administrative costs.

生态环境管控信息系统将县域环境功能区划、生态保护红线、水环境功能区划等十余项规划有机叠加在谷歌地图上,形成一张"环保地图"。项目边界范围、周边环境敏感点情况、项目与规划的符合性等情况3秒内便一目了然。
The ecological environment management information system organically superimposes more than ten plans including county environmental functional zoning, ecological protection red lines, and water environment functional zoning on Google Maps to form an "environmental protection map". Information such as project boundary scope, surrounding environmentally sensitive points, and project-plan compliance can be clearly seen within 3 seconds.
集成数据,打造全时预警平台
Integrated Data to Create an All-time Early Warning Platform
平台与大气、水质自动监测站数据打通,实现实时查询全县域6个空气监测站点,20个国控、省控出境水断面和乡镇交界断面的水质情况。一旦数据出现异常,平台能够通过手机APP及时发出预警信号。
The platform is connected with data from automatic air and water quality monitoring stations, enabling real-time queries of 6 air monitoring stations, 20 national and provincial controlled water cross-sections and township boundary sections across the county. Once data abnormalities occur, the platform can promptly issue warning signals through mobile APP.
成效显著:2018年1-12月中旬,开化县域出境水Ⅰ、Ⅱ类占比为99.7%,PM2.5均值22微克/立方米,降幅21.4%,多项指标均创历史新高。
Remarkable Results: From January to mid-December 2018, Class I and II water in Kaihua County accounted for 99.7%, PM2.5 average was 22 μg/m³, a decrease of 21.4%, with multiple indicators reaching record highs.
