湖南谷歌竞价推广货主为逃避商检申报3万个空瓶子 一查竟是两万多瓶香水
浙江在线9月19日讯（钱江晚报记者 龚望平）昨天上午，检验人员在义乌港对一批出口埃及的货物进行监装时，发现了蹊跷。

这批货是一家外贸公司申报的，其中大半个柜子的商品是“玻璃瓶”。检验人员发现，堆放在最外面几层的纸箱内，确实都是空的玻璃瓶，但当时集装箱内却有一股明显的香味。
The shipment was declared by a foreign trade company, with most of the container listed as "glass bottles." Inspectors found that the outer layers of cartons did contain empty glass bottles, but there was a distinct fragrance coming from inside the container.
明明是空瓶子，香味从哪里来的？检验人员进一步检查发现，柜子更深处的纸箱里装并不是空瓶子，而是各式各样玻璃瓶装的香水。
If they were empty bottles, where was the fragrance coming from? Upon further inspection, officials discovered that the cartons deeper in the container weren't empty bottles at all, but rather various glass bottles filled with perfume.
经清点，检验人员发现其中半个柜的货物都是香水，整整有416箱，一共29592瓶，货值高达116400元人民币。
After counting, inspectors found that half the container was filled with perfume - totaling 416 cartons containing 29,592 bottles worth 116,400 RMB.
据检验人员介绍，香水一般含有70%以上的酒精，具有易燃性，属于危险品，出口必须通过有备案的化妆品企业进行报检，检验合格后才可以顺利出口。
Inspectors explained that perfume typically contains over 70% alcohol, making it flammable and classified as dangerous goods. Export requires inspection by registered cosmetic companies, and can only be exported after passing inspection.
目前，义乌检验检疫局已依法对该批涉案香水进行暂扣，并做立案处理。根据商检法规定，货主将被处以这批逃检的香水货值5%~20%的罚款。
Currently, Yiwu Inspection and Quarantine Bureau has legally detained the involved perfume and opened a case. According to inspection regulations, the owner faces fines of 5%-20% of the perfume's total value for evading inspection.
