国务院办公厅发布稳外贸跨周期调节政策 - 助力外贸企业应对挑战
为应对外贸领域的不确定性，国务院办公厅于2021年12月29日发布了《关于做好跨周期调节进一步稳外贸的意见》（国办发〔2021〕57号）。该文件旨在通过多维度政策措施，帮助外贸企业特别是中小微企业应对挑战，保持外贸平稳发展。
To address uncertainties in foreign trade, the General Office of the State Council issued the "Opinions on Doing a Good Job in Cross-Cycle Adjustment to Further Stabilize Foreign Trade" (Document No. 57 [2021] of the State Council) on December 29, 2021. The document aims to help foreign trade enterprises, especially small and medium-sized enterprises, meet challenges and maintain stable development of foreign trade through multi-dimensional policy measures.
一、挖掘进出口潜力 | I. Tapping Import and Export Potential
政策提出要充分发挥海外仓带动作用，鼓励金融机构支持海外仓建设；做好大宗商品进口工作；挖掘消费品进口潜力，调整跨境电商零售进口商品清单。
The policy proposes to give full play to the driving role of overseas warehouses, encourage financial institutions to support the construction of overseas warehouses; do a good job in importing bulk commodities; tap the potential of consumer goods imports, and adjust the list of retail imported goods for cross-border e-commerce.
二、保障产业链供应链稳定 | II. Ensuring Stable Industrial and Supply Chains
文件强调要缓解国际物流压力，打击哄抬运价行为；新培育外贸创新发展试点和离岸贸易中心城市；稳定加工贸易发展，暂免征收加工贸易企业内销税款缓税利息至2022年底。
The document emphasizes the need to alleviate international logistics pressure, crack down on freight price gouging; cultivate new pilot areas for innovative development of foreign trade and offshore trade centers; stabilize the development of processing trade, and temporarily exempt processing trade enterprises from paying late payment interest on domestic sales taxes until the end of 2022.
三、稳市场主体保订单 | III. Stabilizing Market Entities and Securing Orders
政策措施包括巩固出口信用保险作用，扩大对中小微企业承保覆盖面；发展短期险项下保单融资业务；加大外贸信贷投放；提升企业汇率风险应对能力；推进人民币跨境贸易结算。
Policy measures include consolidating the role of export credit insurance, expanding coverage for small and medium-sized enterprises; developing policy financing business under short-term insurance; increasing foreign trade credit supply; enhancing enterprises' ability to cope with exchange rate risks; and promoting cross-border trade settlement in RMB.
四、加强组织实施 | IV. Strengthening Organization and Implementation
要求各地区各部门高度重视跨周期调节，出台针对性支持举措，确保政策措施落实到位。商务部要会同有关部门加强政策指导，建立外贸监测预警体系。
All regions and departments are required to attach great importance to cross-cycle adjustment, introduce targeted support measures, and ensure the implementation of policy measures. The Ministry of Commerce should work with relevant departments to strengthen policy guidance and establish a foreign trade monitoring and early warning system.
该政策的出台正值我国外贸面临诸多不确定因素之际，通过跨周期调节措施，将有助于稳定外贸企业预期，促进外贸平稳健康发展。
