横岗眼镜如何通过市场采购贸易走向全球？布吉海关助力小微企业出口

近日，立天眼镜股份有限公司成功通过市场采购贸易将该公司生产的一批眼镜顺利出口韩国，这是该公司正式通过市场采购贸易出口的第一单。
Recently, Litien Eyewear Co., Ltd. successfully exported a batch of glasses to South Korea through market procurement trade, marking the company's first official export transaction using this method.
立天眼镜负责人金成日表示：“市场采购贸易对我们这些小微企业太方便了，不仅通关手续简单，结汇还能当天到账，大大缓解了我们这些小微企业的资金压力。”
Jin Chengri, the person in charge of Litien Eyewear, stated: "Market procurement trade is extremely convenient for small and micro enterprises like ours. Not only are the customs clearance procedures simple, but the foreign exchange settlement can also be credited on the same day, greatly alleviating the financial pressure on small businesses."
立天眼镜股份有限公司是位于龙岗区横岗眼镜城的一家小微企业。金成日称：“这几年，我们中小微企业压力特别大。租金和生产成本上涨很厉害，再加上疫情影响，虽然国外订单不断，但我们小微企业却格外慎重，一是担心订单小，不能快速组柜按时交货，另一方面更担心结汇能否及时到账，每个月都有大量的研发费、租金、员工工资等待支付。”
Litien Eyewear Co., Ltd. is a small and micro enterprise located in the Henggang Eyewear City in Longgang District. Jin Chengri explained: "In recent years, the pressure on small and medium-sized enterprises has been particularly intense. With rising rents and production costs, coupled with the impact of the pandemic, although overseas orders keep coming in, we small businesses have to be extra cautious. We worry about small orders not being able to form containers quickly for timely delivery, and more importantly, whether foreign exchange settlements can be processed promptly, as we have significant monthly expenses like R&D costs, rent, and employee salaries to cover."
金成日是深圳眼镜协会的成员，通过参加深圳海关“市场采购政策宣讲——眼镜协会专场”了解到市场采购贸易政策。他表示：“本来我们只是试一试，因为担心成本，我们这次只发了少量货物，没想到的是，市场采购贸易不仅申报简单，通关速度还快，结汇款当天就打到了我个人卡上，这下我就再也不用担心组柜、结汇的问题了。”
As a member of the Shenzhen Eyewear Association, Jin Chengri learned about the market procurement trade policy by attending the Shenzhen Customs' "Market Procurement Policy Seminar - Eyewear Association Special Session." He said: "Initially, we just wanted to give it a try. Due to cost concerns, we only shipped a small quantity of goods this time. To our surprise, market procurement trade not only simplified the declaration process but also expedited customs clearance. The settlement funds were credited to my personal account on the same day, eliminating my worries about container grouping and foreign exchange settlements."
像立天眼镜这样的小微企业，横岗眼镜城大概还有 300 多家，市场采购试点地深圳华南城相关负责人安冬表示，全球大概 60%的眼镜都是来自横岗眼镜城，出口涉及 120 多个国家和地区，企业从来都没有担心过订单问题，反而是物流和结汇问题一直制约出口，市场采购贸易恰好补齐了“横岗眼镜”出口的最后一块短板，加上市场采购贸易增值税“免征不退”，更大大降低了小微企业的经营成本。
There are approximately 300 other small and micro enterprises like Litien Eyewear in Henggang Eyewear City. An Dong, a relevant official from the market procurement pilot site Shenzhen South China City, stated that about 60% of the world's glasses come from Henggang Eyewear City, with exports reaching over 120 countries and regions. Enterprises have never worried about orders; instead, logistics and foreign exchange settlements have been the main constraints on exports. Market procurement trade has effectively addressed the final bottleneck in "Henggang Eyewear" exports. Additionally, the "exemption without refund" policy for value-added tax under market procurement trade has significantly reduced the operational costs for small businesses.
深圳海关所属布吉海关工作人员介绍，市场采购贸易方式是指在经认定的市场集聚区采购商品，单票报关单的货值最高限额为 15 万美元，由符合条件的经营者在采购地海关办理出口通关手续的贸易方式，具备申报简便、通关速度快、允许多个主体收汇等优势，可以很好地满足小单化、小批量和多批次的外贸需求，实实在在解决小微企业和个体工商户难以通过一般贸易方式出口的难题。
Staff from Buji Customs, a branch of Shenzhen Customs, explained that market procurement trade refers to the purchase of goods in designated market clusters, with a maximum value of $150,000 per customs declaration. Eligible operators can complete export clearance procedures at the procurement location's customs. This method offers advantages such as simplified declarations, fast customs clearance, and allowing multiple entities to receive foreign exchange, effectively meeting the needs of small-scale, small-batch, and multi-frequency foreign trade. It provides a practical solution for small businesses and individual entrepreneurs who face difficulties exporting through general trade.
深圳海关市场采购业务相关负责人表示，深圳海关一直在为支持中小微企业通过市场采购贸易出口而努力，通过市场采购贸易不断挖掘外贸出口潜力，截至目前，通过深圳市场采购贸易共计出口 2.41 亿元，备案企业达 415 家。接下来，将继续推动市场采购贸易规范发展，支持和培育更多像“横岗眼镜”的本土特色优势产品出口，打通“本土特色产业+市场采购”供应链，促进外贸保稳提质。
A representative from Shenzhen Customs' market procurement trade division stated that the customs authority has been actively supporting small and medium-sized enterprises in exporting through market procurement trade, continuously tapping into the potential of foreign trade exports. As of now, Shenzhen's market procurement trade has facilitated exports totaling 241 million yuan, with 415 registered enterprises. Moving forward, efforts will continue to standardize the development of market procurement trade, supporting and nurturing more local specialty products like "Henggang Eyewear" for export. The goal is to establish a seamless "local specialty industry + market procurement" supply chain, promoting stable and high-quality foreign trade growth.
