美国蒙大拿州扩大中国应用禁令：Temu等电商平台被列入黑名单

Observer Network Report - Montana recently implemented a series of strict measures against apps developed by Chinese companies, expanding the ban from TikTok to include popular cross-border e-commerce platform Temu and others.
5月17日，蒙大拿州州长格雷格·吉安福特签署法案，成为全美首个彻底封禁TikTok的州。该州拥有超过100万人口，而TikTok在全美拥有超过1.5亿用户。
On May 17, Montana Governor Greg Gianforte signed a bill making it the first U.S. state to completely ban TikTok. The state has over 1 million residents, while TikTok boasts more than 150 million users nationwide.
与此同时，吉安福特还公布了"扩大TikTok禁令"的行政令，将矛头对准拼多多旗下的Temu电商平台，声称这些应用"与外国对手存在关联"。禁令将于6月1日起在政府设备和网络上实施。
Simultaneously, Gianforte issued an executive order "expanding the TikTok ban," targeting Pinduoduo's e-commerce platform Temu and claiming these apps have "connections with foreign adversaries." The ban will take effect on government devices and networks starting June 1.
封禁范围扩大：除了TikTok，新禁令还包括WeChat、CapCut、Lemon8等应用程序，以及俄罗斯社交软件Telegram Messenger。

行政令特别指出："Temu的母公司拼多多总部位于中国上海，属于中国公司，因此应予以封禁。"禁令适用于所有政府设备，包括手机、笔记本电脑、平板电脑等联网设备。
The executive order specifically states: "Temu's parent company Pinduoduo is headquartered in Shanghai, China and is a Chinese company, therefore it should be banned." The ban applies to all government devices including phones, laptops, tablets and other internet-connected equipment.
市场表现强劲：尽管面临禁令，Temu在美国市场表现亮眼。Sensor Tower数据显示，Temu去年9月推出仅两周就成为最受欢迎的安卓购物应用，下载量一度超越亚马逊和沃尔玛。
Strong Market Performance: Despite the ban, Temu has performed remarkably well in the U.S. market. According to Sensor Tower data, Temu became the most popular Android shopping app just two weeks after its launch last September, with downloads surpassing Amazon and Walmart at one point.
中国商务部发言人束珏婷4月20日回应称，美方报告使用"或许"、"可能"等不确定表述，通过不具权威性的单方面声明指责中国电商平台，做法既不专业也不负责任。
Chinese Ministry of Commerce spokesperson Shu Jueting responded on April 20 that the U.S. report used uncertain terms like "perhaps" and "possibly," and accused Chinese e-commerce platforms through non-authoritative unilateral statements, calling the approach unprofessional and irresponsible.
束珏婷强调，中国政府高度重视知识产权保护，愿与各方加强合作，共同营造公平竞争的营商环境。
Shu emphasized that the Chinese government attaches great importance to intellectual property protection and is willing to strengthen cooperation with all parties to create a fair competitive business environment.
