[ruby/irb] Deprecate USE_RELINE and USE_REIDLINE

It appears that the maintainer @aycabta (aycabta .) wanted to deprecate any USE_*LINE configs in favor of USE_MULTILINE. So we should deprecate USE_RELINE as well.
