Added support for integration testing against the Vertex AI staging backend, bypassing the Firebase proxy. This is for developing and testing purposes only.
Wrapped the development / testing-only API endpoints and versions in
#if DEBUG/#endifto avoid unnecessarily including them in developers' release builds.#no-changelog
